Annual Action Plan FY 2019-20
The Annual Action Plan is a document mandated by the U.S. Department of Housing and Urban Development (HUD) that outlines local affordable housing and community development needs and identifies strategies for addressing them. The plan identifies activities that the City expects to undertake through direct action or through the provision of funding to other entities. In addition to outlining housing and community development strategies, the Annual Action Plan includes the City’s application for the federal grants received from HUD. These grants, the Community Development Block Grant (CDBG) and the HOME Investment Partnership (HOME), fund the majority of the affordable housing and neighborhood improvement programs provided by the City. The City of Champaign receives CDBG funding directly from HUD and HOME funding through the Urbana HOME Consortium.
Annual Action Plan FY 2019-20 Draft Amendment May 2020
On April 2, 2020, the City was notified that it will be receiving an allocation of Community Development Block Grant (CDBG) funds to be used to prevent, prepare for and respond to the coronavirus. The City’s allocation of $591,594. was authorized by the Coronavirus Aid, Relief and Economic Security Act (CARES Act). Guidance indicated that CDBG COVID-19 funds (CDBG-CV) be included in an amendment to the FY 2019/20 Annual Action Plan to expedite the funds being available.
A public hearing will be held on May 19, 2020, to gather public input on the draft amendment at the regular meeting of the Champaign City Council, which will be streamed live on Champaign’s cable access channel, CGTV, and on the City’s website at www.champaignil.gov.
The Draft FY 2019-20 Amendment will be available for review throughout the Five-day public comment period from May 15 – May 20, 2020.
