City of Champaign Diversity Advancement Program (CDAP)

The City of Champaign ‘s Diversity Advancement Program (CDAP) helps local businesses owned by minorities, women, and socially and economically disadvantaged groups. The program encourages City departments and contractors to buy more goods and services from these businesses.

CDAP’s Objectives

  • Use businesses owned by women, minorities, and other disadvantaged groups defined in the City’s Equal Opportunity in Purchasing Ordinance (EOPO)
  • Help build capacity for these businesses through mentoring and training. 
  • Develop and sustain a diverse pool of qualified businesses used by the City of Champaign. 
  • Establish CDAP goals on City purchases and projects. 

To Apply to be a CDAP Certified Vendor

  • Wait for the City’s Compliance Officer to review your application.
  • If approved, you’ll be notified and added to the list.
  • The application process can take up to 4 weeks.

Property Tax-Vendor Report (35 ILCS 200/18-50.2) 

The City keeps records of current vendors, prime contractors, and subcontractors. These businesses are certified as owned by minorities, women, or veterans.
