Temporary Liquor Licenses
A Class T temporary liquor license is required for events or gatherings that include the sale of alcohol, charge admission to attend an event that includes the service of alcohol, or allow the service of alcohol at a catered event when the caterer does not have a City liquor license. In addition to a City-issued temporary liquor license a State of Illinois special use permit may also be required. Before applying, prospective applicants should carefully review Liquor Code Sections 5-30.1 through 5-30.4 for regulations concerning temporary liquor licenses, as well as the other information provided in the Liquor Ordinance, Rules of the Local Liquor Commissioner, and provided in the online application portal.
After reviewing all this information, you may wish to contact City staff to review your particular proposal and discuss your eligibility and possible options before applying for a temporary liquor license. Applicants may also benefit from consulting with an attorney who has experience with local and state liquor licensing regulations, as the City cannot provide applicants with legal advice.
Before proceeding with an application, please gather the following information, which must be submitted as part of your application. Some items can be submitted at a later date, but are required before a liquor license application can be approved.
- Proof of property ownership (deed/lease) or a signed Owner Authorization Form
- A copy of your existing City or State liquor license (if applicable)
- Certificate of insurance showing dramshop insurance in the required amounts and for the specific event date/time and location. The City of Champaign must be listed as an additional insured
- Site/floor plans for the event that denote the alcohol service area (if applicable)
- Articles of Incorporation and Secretary of State Certificate (required only of corporate applicants)
- Copy of not-for-profit registration (required only of nonprofit applicants)
- Live Scan Criminal Background Check
- Application fee payment.
After all required application materials are submitted, please allow the City fifteen (15) calendar days to review and process a temporary liquor license application.
