Liquor Licenses

The sale and service of alcohol in the Champaign city limits requires businesses (i.e. bars, restaurants, retailers, etc.) to have both a City and State liquor license. Temporary events where alcohol is served or sold require the event organizer to have a City-issued temporary liquor license and possibly a special use permit issued by the State of Illinois. Additional business permits, approvals, and licenses may also be required depending upon the circumstances (i.e. special event permit, occupancy permit, public health permit).

Before applying for any liquor license (including temporary liquor license), applicants should thoroughly review the City’s Liquor Ordinance and the Rules of the Local Liquor Commissioner, so the applicant can become familiar with the City’s regulations concerning the service and sale of alcohol. Applicants should also review the State of Illinois’ liquor regulations that are managed by the Illinois Liquor Control Commission.

After reviewing the City’s liquor regulations, prospective applicants are encouraged to contact City staff to review your particular proposal and discuss options for a City liquor license that best fits your needs. However, the City cannot provide legal advice or guidance concerning your business structure, operations, or state liquor licensing requirements. Prospective applicants are encouraged to seek the assistance of an attorney with experience with both local and state liquor licensing regulations prior to submitting a liquor license application.
