    Acting City Attorney/Deputy City Manager

    Matt Roeschley

    Matt Roeschley is currently serving as Acting City Attorney. In that capacity he is responsible for supervising the Legal Department staff and providing legal review and advice to the City Council, City boards and commissions, the City Manager, and all department heads within the City organization.     Matt Roeschley is currently serving as Acting City Attorney. In that capacity he is responsible for supervising the Legal Department staff and providing legal review and advice to the City Council, City boards and commissions, the City Manager, and all department heads within the City organization. Along with providing legal support to departments within the City organization, his additional duties include responding to citizen inquiries, dealing with ethical issues, drafting legislation and coordination of communication and lobbying efforts within the State Legislature, as well as managing the defense of cases brought against the City and those cases the City brings against others.

    Matt Roeschley also serves as a Deputy City Manager. In that role he aids in overseeing these City Departments: City Manager’s Office Administration, Fire Department, Human Resources Department, Information Technologies Department, Legal Department, Planning and Development Department, and Public Works Department. In addition to overseeing various City Departments, Mr. Roeschley also serves as Deputy Liquor Commissioner and the City’s Open Meetings Act Officer.

    Mr. Roeschley has been with the City of Champaign since December 2011. Prior to his appointment to Deputy City Manager, he served as Assistant City Attorney in the Legal Department.

    Mr. Roeschley holds a Juris Doctor degree from Northern Illinois University College of Law and Bachelor of Arts degrees in History and Writing from Anderson University.

    He is a member of the International City/County Management Association (ICMA), Illinois City/County Management Association (ILCMA), and the Big 10 Cities Network.

    Jennifer Gover Bannon joined the City of Champaign Legal Department as an Assistant City Attorney in 2014.  She provides legal counsel regarding personnel matters involving union and non-bargaining unit employees and serves as the principal advisor to the Fire Department, Equity and Engagement Department, Human Resources Department, and the City of Champaign Township.

    Ms. Bannon is a graduate of the University of Illinois and received her Juris Doctor Degree from the University of Minnesota Law school in 2011.
