On September 28, 2023, Neighborhood Services staff submitted the FY 2022-23 Consolidated Annual Performance Evaluation Report (CAPER) to the US Department of Housing and Urban Development (HUD). The CAPER summarizes the progress the City made in carrying out its strategic plan outlined in its 5-year Consolidated Plan, including accomplishments, Community Development Block Grant (CDBG) resources available, persons assisted, and other actions. Information is provided for the prior fiscal year on what goals and objectives were met from the Annual Action Plan (1 1-year component of the Consolidated Plan).
In preparation, the City published a request for comment and notification of the 15 day public comment period and public hearing in The News-Gazette, on social media, and on CGTV. The public hearing was held at the September 8 Neighborhood Services Advisory Board meeting. This was preceded by a presentation by staff on the FY 2022-23 CAPER and the FY 2024-25 Annual Action Plan.
In FY 2022-23, the City of Champaign expended $892,889 in CDBG funds and assisted 376 individuals or households. In addition, 39 households were assisted through the City’s CDBG funded housing rehabilitation programs and 337 youth were provided services through the CommUnity Matters Program.
