The Housing Authority of Champaign County (HACC) will be utilizing local municipal code requirements for tenant based voucher units in the Housing Choice Voucher Program effective July 1, 2015. This will be applicable to the City of Champaign, City of Urbana and Village of Rantoul. For the unincorporated areas, HACC will utilize the property maintenance codes from Champaign. In the past, HACC had been working under Housing Quality Standards (HQS) and have observed that the HQS inspection does not meet all the local codes as required for adequate quality of life for the residents.
To implement the new procedures, Neighborhood Code Compliance is providing training sessions with HACC to review the local municipal standards as they compare with HQS. The first session was held on February 4, 2015 which covered Champaign’s inspection processes and nuisance violations enforced. Three additional sessions will be held over the next three weeks which will cover mechanical, electrical, plumbing, fire safety and general habitation requirements.
