City of Champaign Announces Human Resources Director Appointment
Elaine Tincher-Johnson to Begin June 16
Champaign, IL – City Manager Dorothy Ann David announced this morning that Elaine Tincher-Johnson, currently the Director of Human Resources at the University of Wisconsin-Parkside (Kenosha, Wisconsin), has been appointed Human Resources Director for the City of Champaign effective June 16, 2014.
Ms. Tincher-Johnson has 22 years of municipal, county, and higher education human resources experience. She has served as the Human Resources Director for the University of Wisconsin-Parkside, Director of Human Resources for Wake County, North Carolina, and spent 17 years working for Lake County, Illinois, moving up through various positions including Assistant Director of Human Resources. She has a Bachelor’s degree in Business Administration and Management from Columbia College and a Master of Human Resources Development from Webster University.
“Elaine’s extensive human resource experience, particularly focused in local government, made her the best choice for the position,” says City Manager David. “She is a results-oriented, hands-on leader. She has overseen the HR function for a 4,000-employee county government, demonstrated fiscal responsibility for multi-million departmental budgets, and implemented innovative technology, risk management and wellness programs. Our City will truly benefit from a professional of her caliber.”

Elaine Tincher-Johnson was selected from a field of over forty candidates considered during a national search following the retirement of Chris Bezruki in May 2013. The City Manager was assisted by an Advisory Committee consisting of community members and City staff. Her salary will be $117,000.00 per year.
