The Senior Minor Home Repair Program that is administered by the Champaign County Regional Planning Commission recently requested a change in their program delivery fee per project on their Subgrantee Agreement. Currently, Champaign County Regional Planning Commission charges no more than $2,000 per project which is broken down by allotting $1,750 to construction and $250 for program delivery. The Senior Minor Home Repair Program is required to meet all environmental processes outlined by HUD. During the past year, HUD issued additional guidance as to what forms and documents are required in each project file. The process of including this documentation has resulted in additional staff hours to complete the approval process of an individual’s application. Susan Jones, Community Development Specialist, has provided training to Champaign County Regional Planning Commission staff to meet HUD’s document requirement.
Due to the increase amount of time needed to complete the environmental process of the application, Champaign County Regional Planning Commission has requested an additional $150 for program delivery costs on each project. This would result in a decrease of approximately 2 projects per year, but the overall contract amount would be neither increased or decreased.
City staff has been required to include the same documentation in their own files and is aware of the additional time required to complete this process. Therefore, City staff, along with the Champaign Legal Department, has found this to be reasonable change and is approving the Champaign County Regional Planning Commission’s request.
