Notice of Virtual Bidding Process: In order to ensure bid openings for competitive bids remain open to the public in accordance with State law and City Code while abiding by COVID-19 guidelines, City bid openings will now be conducted in an electronic meeting format. Prior to the closure of the City Building due to the ongoing pandemic, public bid openings were conducted in-person in the City Council Chambers. With the new electronic bid opening process, contractors and vendors will not be able to enter the City Building and hand deliver their bid packages to the Finance Department. Instead, bidders will submit bid packages in one of the following ways: mail to the Finance Department (102 N. Neil St., Champaign, IL 61820), submit electronically via Tyler Munis Vendor Self Service, or place in the drop box located near the front entrance of the Champaign City Building (102 N. Neil St., Champaign). After the bid deadline, Finance Department staff will collect all hard copy bid packages received via mail or the drop box. Staff will open the hard copy bid packages and electronic bid submissions at the date and time specified in the bid documents. The bid packages and electronic submissions will be opened and read aloud and telecast live on CGTV and live streamed on the City’s website (champaignil.gov/CGTV). Bidders and the public may email questions during the bid openings to the Project Manager listed in the bid specifications. All questions will be read allowed and answered after the bid opening.
