David Appointed City Manager Effective March 30, 2013

Last night, Champaign City Council voted to appoint Assistant City Manager Dorothy Ann David as City Manager beginning March 30, 2013, following the retirement of current City Manager Steve Carter on March 29, 2013. David will be the first City Manager appointed by the City Council in over 28 years.

“I am grateful to the Mayor and City Council for their confidence in my ability to lead the City organization,” said Dorothy David. “Champaign is my home; I love this community. It truly is an honor to be chosen to serve as the next City Manager and to support the City Council in achieving its vision for our future,” she added.

“The City is fortunate to have such an outstanding candidate who is ready to serve the community. Dorothy’s city management credentials, her eighteen years of experience working for our City, and the strong connections she has built in our community made her the ideal choice,” said Mayor Don Gerard. “Council and I are very pleased with the working relationship that Dorothy has established with us. She understands our vision and has great concern for our City. Even if we had conducted a national search, Dorothy David would still be the best person to take the helm as our next City Manager,” he added.

Background on Dorothy Ann David
David, born and raised in Cleveland, Ohio, is a credentialed City Manager with 25 years of local government experience. She graduated with a Bachelor of Arts Degree in American Studies from the University of Notre Dame and a Master of Public Administration from Kent State University. David joined the City of Champaign in September of 1994 when she was hired as Neighborhood Services Director and was later appointed to Assistant City Manager by City Manager Steve Carter in October 2007.

Prior to joining the City of Champaign, David served as the Community and Neighborhood Services Director for Muskegon, Michigan for two (2) years and the Community Development Program Manager in Kansas City, Kansas for four (4) years.

David began her career in Kansas City, Missouri with the L.P. Cookingham Public Management Internship Program.

David is an International City/County Management Association (ICMA) Credentialed Manager and a graduate of the Leadership ICMA Program. She is also an active member of ICMA, Illinois City/County Management Association, Big Ten City Managers Network, and the Champaign Police Pension Board Trustee, to name a few.

David will assume her duties on March 30, 2013. Her salary will be $173,000.00 per year.
