City of Champaign Announces Appointment of New Public Works Director

Champaign City Manager Dorothy Ann David has appointed Terry Lusby, Jr. to serve as the City’s next Public Works Director starting August 12, 2024. Lusby has more than 16 years of experience in public works and construction management positions in both the public and private sectors. He has extensive experience overseeing a wide range of public services, including water supply and distribution systems, sewer collection systems, streets, traffic control systems, fleet services, building and grounds maintenance, engineering, contract management, and customer service.

Lusby currently serves as the Interim Public Works Director for the Village of Schiller Park, Illinois. Prior to that, he served as the Director of Public Works for the Village of Olympia Fields, Illinois, and as Facilities and Fleet Superintendent for the Village of Tinley Park, Illinois. Earlier in his career Lusby served as the Assistant Director of Operations and Maintenance for Homewood-Flossmoor Community High School District 233 in Flossmoor, Illinois, and as the Project Manager for the Carlo Steel Corporation in Chicago.

Lusby holds multiple degrees, including a Master of Science in Public Administration with a Fiscal Administration Specialization from Northern Illinois University, a Master of Science in School Business Management from Northern Illinois University, and a Bachelor of Science degree in Construction Management from Western Illinois University.

City Manager Dorothy Ann David said, “Terry’s extensive background and experience in construction management and public works made him the best choice to lead Champaign’s Public Works Department. He has developed his leadership skills by steadily advancing through several management roles with increasing levels of responsibility and a passion for public service. Terry has already demonstrated his commitment to becoming an active member of the Champaign community and engaging with our residents. I’m pleased to add Terry to the City’s executive team, and I know he’ll be a great asset to our community and the City organization.”

Of his appointment, Terry Lusby, Jr. said, “I am thrilled and privileged to be selected as Champaign’s next Public Works Director. Lusby was selected following a nationwide search and succeeds former Public Works Director Khalil Zaied who resigned in March 2024.
