Plan Commission Meetings Temporarily Conducted Electronically

Pursuant to Governor Pritzker’s Executive Order 2020-07 (COVID-19 Executive Order No. 5), which suspends the requirement of the Illinois Open Meetings Act requiring in-person attendance by members of a public body during the duration of the Gubernatorial Disaster Proclamation, attendance by all Plan Commission members, the Director of Planning and Development, and other City staff members will be electronic via an online meeting platform. A general overview of the process to watch and provide public comment for the Plan Commission meeting are provided on this webpage.

The members of the Plan Commission will not be physically present for the May 6, 2020 Plan Commission Meeting but will instead be participating in the meeting through audio or audio/video access using a virtual meeting platform.

How to Watch the Plan Commission Meetings

Meetings of the Plan Commission will continue to be available for live public viewing on the City’s website (champaignil.gov/CGTV) and on the City’s government access channel – CGTV (Comcast & i3Broadband channel 5, U-verse channel 99). Meeting recordings will also be replayed on CGTV and available for on-demand viewing at champaignil.gov/CGTV.

How to Provide Public Comment

The City encourages residents to continue to provide public comment regarding Plan Commission business. To promote social distancing, the Plan Commission will be meeting electronically and in-person public comment is temporarily unavailable. There are two ways for residents to provide comments to the Plan Commission relevant to matters on the agenda or to provide general public comment.

  • Web Form
    Public comments may be submitted via the form at the bottom of this webpage in advance of and during the Plan Commission meeting. Once submitted, comments will be provided to the Plan Commission email group, the Director of Planning and Development, and designees. Comments received prior to 3:00 p.m. on May 6, 2020 will not be read aloud during the meeting but will be treated as regular correspondence and published online as soon as practicable. Comments received between 3:00 p.m. and the adjournment of the meeting on May 6, 2020 will be read aloud during the meeting. Comments will be read aloud in the order in which they were received, after the agenda item to which the comment relates or during the time normally reserved for public comment. Comments will be limited to 2,700 characters each (approximately 450 words), and each period of comment will be limited to thirty (30) minutes. Any comments unable to be read due to time limits will be published online as soon as practicable. The web form will become available when the Plan Commission meeting agenda is published and will be closed once the Plan Commission meeting is adjourned. All comments received via the web form during that time-frame will be collected, published on this webpage as soon as practicable, and made part of the public record.
  • Hard Copy
    Individuals will also have the option of submitting public comment in hard copy. Individuals who wish to do so must place their comments in the drop box outside of the Champaign City Building, 102 N. Neil Street in Champaign. Hard copy public comments shall state the individual’s name, city of residence, and whether the comment relates to a specific item on the agenda (and if so, which one) or is a general public comment. Hard copy comments must be placed in the drop box by 2:00 p.m. on May 6, 2020 to be received by staff and included in the record as correspondence for the May 6, 2020 meeting. Due to limitations on staff’s physical presence at the City Building, hard copy comments may not be read aloud during the Plan Commission meeting.
