CURE Economic Support Grant
City of Champaign Coronavirus Urgent Remediation Emergency Program – Economic Support (CURE-ES)

Program Purpose
The purpose of this grant program is to assist Champaign businesses with the purchase of necessary protective equipment to facilitate the safe return of customers and employees. This program will reimburse any qualifying program expenses, up to a maximum of $10,000, made by the business between March 1 and December 30, 2020.
Program Intent
The intent of the program is to alleviate extraordinary business expenses incurred by local businesses that wouldn’t have otherwise been necessary to purchase. By assisting businesses in offsetting these costs, other revenue can be refocused on critical business expenses during the COVID-19 pandemic.
Funding Source
Funding for this program comes from the State of Illinois’ portion of the Federal CARES Act. The Department of Commerce and Economic Opportunity has made funding from that allocation available to cities as reimbursement under their CURE-ES Grant Program. The City of Champaign has been awarded a total of $800,000 in CURE-ES funding for all rounds and is making those funds available through this Economic Support Grant Program.

Qualifying Expenses
Below is a list of qualifying expenses that may be reimbursed under this program.
- Portable disinfectant sprayers or other decontamination equipment
- Ventilation improvements including installation of UV filtration or MERV-13 or higher filters
- Plexiglas, acrylic, or other physical dividers
- Purchase or rental of tents or outdoor dining structures for outdoor operations
- Construction of exterior enclosures for the purposes of extending service
- Outdoor heating equipment
- Personal protective equipment for employees or customers
- Software that enables contactless payment and contactless ordering
- Professional deep cleaning services
- Contactless faucets, fixtures, or door pulls
- Equipment used for delivery and curbside services
- Labor costs for installation of expenses listed above
Program Requirements
Businesses must meet the following requirements to be eligible for this grant.
- The business is located within the City of Champaign
- The business’ annual revenue in 2019 or 2020 (year to date) must not exceed $5,000,000
- The business is operating in a physical location outside of a residential structure
- The business has one or more full-time employees
- The business has not received funding through the State of Illinois’ Business Interruption Grant (BIG) Program (Round 1 or Round 2). See BIG Website (Here) for a complete list of grant recipients. Businesses that have applied to BIG Round 2 but have not heard a result are able to apply for this program.
- The business is currently in business and open to the public (or only closed because of COVID ordered closure)
- The business does not owe any delinquent fines, fees, or taxes to the City of Champaign
- The business does not derive more than 33% of revenue from legal gambling, except for restaurants with gaming terminals.
- The business is not a payday lender
- The business is not a private club or business that limits members for reasons other than capacity.
- The business is not a pyramid sales business in which a participant’s primary incentive is based on sales by an ever-increasing number of participants
- Business is in compliance with mitigation under the State of Illinois Restore Illinois Plan.
