Equal Opportunity in Purchasing Ordinance
The Equal Opportunity Purchasing Ordinance is intended to ensure that companies doing business with the City of Champaign practice non-discriminatory hiring processes. This is in order to promote the full realization of equal employment opportunities of those contracting with or conducting business with the City.

Doing Business with the City
Any company can do business with the City in an amount up to $17,500 per year. However, before a company can do business with the City for more than $17,500/year, they must first become certified as complying with the City’s Equal Opportunity in Purchasing Ordinance. There is no fee for certification.
Three Steps to Certifying Your Business
Step 1: The first step is to download, complete, and submit an Affirmative Action Report Form to the City’s Community Relations Office. This form is used to give the City pertinent information about your company and the type of business you would like to do with the City of Champaign. In addition, you will be required to answer questions that pertain to your company’s Equal Employment Opportunity (EEO) policies and practices as well as providing information about your company’s current workforce.

Step 2: Next, submit a copy of your company’s Affirmative Action Plan to the City’s Community Relations Office. Your Affirmative Action Plan should outline specific procedures that describe the actions that your company takes to ensure compliance with the City’s Equal Opportunity in Purchasing Ordinance. If your company does not have an Affirmative Action Plan, you may download and use our Affirmative Action Plan Template, which meets the requirements of the City’s Equal Opportunity in Purchasing Ordinance.

Step 3: After submitting your completed Affirmative Action Report Form and Affirmative Action Plan to the City’s Community Relations Office, staff will review the materials to confirm your company’s compliance with the City’s Equal Opportunity in Purchasing Ordinance. City staff may request clarifying or additional information during the review process. If your company is in compliance, the City will issue you a Certificate of Compliance that is valid for one year. At this point your company is certified to do business with the City in an annual amount exceeding $17,500. Your Certificate of Compliance can be submitted with your company’s responses to City Bids or Request for Proposals (RFPs), in lieu of submitting another Affirmative Action Form/Plan.
