Medicare Secondary Payer Training

On Monday, September 9 and Tuesday, September 10 Risk Manager Larry Krause attended a training program sponsored by the National Institute for Medicare and Medicaid Education. The training was held in Bloomingdale. 

The training covered the Medicare Secondary Payer Act, Mandatory Insurer Reporting, Conditional Payment Resolution, Workers’ Compensation Medicare Set Aside Allocations, Liability Medicare Set Aside Allocations, Conditional Payment Resolution for Medicare Part C beneficiaries, Post Settlement Administration of Medicare Set Asides and Special Needs Trusts and finally, compliance with the SMART Act.

Because the City is self insured for liability and workers’ compensation, the City is a responsible reporting entity and has to report all claims to Medicare. Failure to properly report could result in fines of $1,000 per day per claimant. If conditional payments are not properly resolved, Medicare has a right of private action to recover the payments and a penalty of double damages. 

The training received will help the City to maintain excellent compliance with all of the Medicare Secondary Payer regulations.
