The rain the last couple of weeks has slowed construction. Stark is scheduled to start paving on Fourth Street at Windsor Road and proceed north to St. Mary’s Road on Thursday. Stark will then pave the southbound lane of Fourth Street about 10 days later. The project is on schedule and on budget for a fall completion date in 2013.
