Stark Excavating is continuing to make great progress on the construction of the Fourth Street improvement project. In order to stabilize the subgrade, the consultant recommended modifying the subgrade by inducing lime into dirt. The lime will help stabilize the subbase to provide a better working platform and to provide the City with a longer lasting pavement. Stark has completed the soil modification to the first foot of subgrade and will place a second foot of stabilized subgrade after the storm sewer has been completed. Stark has begun working on the storm sewer along Fourth Street and Hazelwood. Pavement widening work continues along Windsor Road. The project is on schedule and on budget for a fall completion date in 2013.
